The rates every quotation converts through. Group-level — the same rows Partition Master edits.
A change here applies to quotations raised after it. Existing quotations snapshot their rates at creation, so nothing already quoted moves.
The daily FX refresh has never run here. It disables itself when OPEN_EXCHANGE_RATES_APP_ID is unset, so every rate below is the value it was seeded with and this screen is the only way any of them can change. Setting one by hand is the expected thing to do, not a workaround.

These are group-level rates. You are editing them in Furniture Master; the other master app edits the same rows, and a change made here is visible there without a reload of seed data. Existing quotations are unaffected — they snapshot their rates at creation, so re-pricing a live quote stays a decision somebody makes rather than something this screen does to them.
